UNITED KINGDOM
MSN 1735 (M+F) Amendment 4: Type-Approval of marine equipment (UK Nominated Bodies)
Implementation of changes to the listing of equipment in Annex A.2 of the European Council Directive 96/98/EC of 20 December 1996 on marine equipment, made by EU Commission Directive 2009/26/EC of 6 April 2009. Whilst this information is not directly applicable to yachts, it may be a useful guide for those persons purchasing equipment that is required to be type approved, as Annex A.2 gives the applicable international requirements and testing standards for each type of equipment.

MSN 1823 (M): Safety Code for Passenger Ships operating solely in UK categorised waters
A new safety code which applies to all new passenger ships operating solely in UK categorised waters. The code does not therefore apply to large yachts (unless the yachts carry more than 12 passengers, operate only in UK waters, and are not certified for service at sea).

MSN 1824: EU Directive 2006/87/EC (as amended) - laying down technical requirements for inland waterway vessels
Provision in relation to European Union (EU) Directive 2006/87/EC, as amended, which lays down technical requirements for inland waterways vessels. As the Directive will not normally apply to any vessels certificated for service at sea which are operating temporarily on inland waterways, it will not apply to any yachts that enter the UK’s inland waterways.

MGN 400 (M+F): Additional Guidance on The Merchant Shipping (Prevention of Air Pollution from Ships) Regulations 2008, as amended by the Merchant Shipping (Prevention of Air Pollution from Ships) (Amendment) Regulations 2010
Guidance for ships on the requirements of the Merchant Shipping (Prevention of Air Pollution from Ships) Regulations 2008. As these Regulations, and the related EU Sulphur Content of Liquid Fuels Directive (1999/32/EC, as amended by 2005/33/EC), are a result of a potential safety issue with the use of distillate marine fuel in boilers, it is unlikely that they will apply to any large yachts.

MIN 384 (M): Safety Code for Passengers Ships operating solely in UK categorised waters
An introduction to the MCA’s new safety code for all new passenger ships operating solely in UK categorised waters – see MGN 1823 above.

Marine Circular No. 1/2010: Merchant Shipping (Safety of Commercial Sailing and Motor Vessels) Regulations, 2004
Details of the practical solutions agreed by the Virgin Islands Shipping Registry after consultation with various concerned parties after the publication of Marine Circulars 01/2009 and 03/2009 (see the November 2009 and February 2010 editions of Flag News). This latest circular may apply to charter yachts registered in the BVI and their crews, depending on their size and areas of operation.

CISN 02/2010: Change of Certificate of Good Standing Requirements
Details of the change in requirements for the submission of a ‘Certificate of Good Standing’ when registering a vessel in the Cayman Islands. This is no longer required when a vessel is registered in the same year that the owning company was incorporated in the Cayman Islands. This is very important information for anyone involved with the registration of yachts in the Cayman Islands.

Shipping Guidance Notice 012: Incident Report Form
The Incident Report Form which the Gibraltar Maritime Administration requires Masters and Owners to use to report accidents leading to death or significant injury, or to loss or abandonment of the vessel or to her suffering material damage; any stranding, collision, fire, explosion or major breakdown; any incident causing harm to any person or the environment; and any incident which might have led to injury or which hazarded the ship.

MN 2-011-1: International Maritime Conventions and Other Instruments Adopted by the Republic of the Marshall Islands
The revised list of the International Maritime Conventions, Protocols and other instruments adopted by the Republic of the Marshall Islands.

MN 2-11-19: Continuous Synopsis Record (CSR)
The Marshall Islands' national requirements for Companies, Masters, and vessels with respect to maintaining the required Continuous Synopsis Record (CSR). This applies to all MI-registered commercial vessels (including charter yachts) over 500GT.

MN 2-011-31: Piracy, Armed Attacks, Hijacking or Terrorism: Reporting Incidents, Ship Security Plans and Best Management Practices
Clarification on how a Ship Security Plan should be amended to address piracy and when it must be submitted for approval and the capabilities of the Ship Security Reporting System. This applies to all MI-registered commercial vessels (including charter yachts) over 500GT.

MN 2-011-33: Maritime Labour Convention, 2006 Inspection and Certification Program
A revised version of MN 2-011-33 issued in March 2010 to reflect the clarification of paragraph 5.2.1 regarding initial inspections.
