MGN 416 (M): Inspection, survey and certification guidance for United Kingdom Small Commercial Vessels operating in foreign waters As the certificates issued by the MCA to Small Commercial Vessels (those under 24 metres Load Line length) are not issued under the provisions of the international maritime conventions, foreign Port State Authorities are not obliged to accept them. This Notice recommends discussing the issue with the PSAs in advance of SCVs arriving in their waters, and provides further guidance to avoid difficulties.
MSN 1824 (M): EU Directive 2006/87/EC (as amended) - laying down technical requirements for inland waterways vessels Information on EU Directive 2006/27/EC, which lays down technical requirements for inland waterway vessels, and an explanation of how vessels that operate on UK inland waterways are not required to comply with the Directive’s requirements if they comply with the equivalent UK technical requirements. The Directive applies to pleasure vessels, including yachts, but not if they are certified for sea service and only operating on the inland waterways temporarily.
MSN 1825 (F): Certificates of Equivalent Competency: Fishing Vessels Training & Certification Part F2 The requirements for officers on fishing vessels that hold certificates issued by specified the Maritime Administrations of the EU States, Norway and Iceland working as officers on UK-registered fishing vessels. These include the issue of Certificates of Equivalent Competency for use on UK-registered fishing vessels and the responsibilities of the owners and operators relating to crew members’ knowledge.
MIN 394 (M+F): UK Accession to the International Convention on the Control of Harmful Anti-Fouling Systems An update on the UK’s accession to the International Convention on the Control of Harmful Anti-Fouling Systems on Ships, including notification that the convention will come into effect for the UK on 07 September 2010. Those vessels that are in possession of a Statement of Compliance for the AFS Convention are to replace it with an International AFS Certificate by that date. This has not yet been extended to the vessels of the other British Registries (Bermuda, British Virgin Islands, Cayman Islands, Gibraltar, and Isle of Man) as the necessary domestic legislation has yet to be prepared.
