MGN 416 (M): Inspection, survey and certification guidance for United Kingdom Small Commercial Vessels operating in foreign waters
As the certificates issued by the MCA to Small Commercial Vessels (those under 24 metres Load Line length) are not issued under the provisions of the international maritime conventions, foreign Port State Authorities are not obliged to accept them. This Notice recommends discussing the issue with the PSAs in advance of SCVs arriving in their waters, and provides further guidance to avoid difficulties.

MSN 1824 (M): EU Directive 2006/87/EC (as amended) - laying down technical requirements for inland waterways vessels
Information on EU Directive 2006/27/EC, which lays down technical requirements for inland waterway vessels, and an explanation of how vessels that operate on UK inland waterways are not required to comply with the Directive’s requirements if they comply with the equivalent UK technical requirements. The Directive applies to pleasure vessels, including yachts, but not if they are certified for sea service and only operating on the inland waterways temporarily.

MSN 1825 (F): Certificates of Equivalent Competency: Fishing Vessels Training & Certification Part F2
The requirements for officers on fishing vessels that hold certificates issued by specified the Maritime Administrations of the EU States, Norway and Iceland working as officers on UK-registered fishing vessels. These include the issue of Certificates of Equivalent Competency for use on UK-registered fishing vessels and the responsibilities of the owners and operators relating to crew members’ knowledge.

MIN 394 (M+F): UK Accession to the International Convention on the Control of Harmful Anti-Fouling Systems
An update on the UK’s accession to the International Convention on the Control of Harmful Anti-Fouling Systems on Ships, including notification that the convention will come into effect for the UK on 07 September 2010. Those vessels that are in possession of a Statement of Compliance for the AFS Convention are to replace it with an International AFS Certificate by that date. This has not yet been extended to the vessels of the other British Registries (Bermuda, British Virgin Islands, Cayman Islands, Gibraltar, and Isle of Man) as the necessary domestic legislation has yet to be prepared.

Flyer to the Large Yacht Industry: Fatal accident while launching Personal Water Craft
Following a tragic death onboard a yacht after an item of lifting gear failed whilst it was being launched with a crewmember onboard the craft, the CISR has issued a document highlighting the safety issues associated with the launching of personal water craft, from which crews are to develop their own procedures to ensure that similar accidents are avoided.

MSN 035: MARPOL Annex VI records
Clarification of the format of MARPOL VI records that are approved by the Isle of Man Ship Registry. This is for when the amount of information required to be recorded by MARPOL exceeds the capacity of the Oil Record Book Part 1 or Engine Room Log Book, and a separate MARPOL VI Record Book is required.

Marine Notice 2-011-13: International Safety Management (ISM) Code
Amendments to the International Safety Management (ISM) Code entered into force 01 July 2010, as contained in IMO Resolution MSC. 273(85). This Notice provides advice of the amendments so that the safety management systems of MI vessels, and of the companies managing these vessels, can be reviewed and any necessary adjustments made and implemented prior to the next scheduled SMC or DOC audit respectively. As well as being of interest to charter and commercially registered MI yachts of 500GT and over, this Notice may also be of interest to similar yachts of other flags.

Marine Notice 7-053-1: Onboard complaint procedures
The key elements of an onboard complaint procedure, the purpose of which is to provide for the fair, effective and expeditious handling of seafarer complaints. The information is intended to assist both the shipowner /ship operator in understanding the requirements that must be met in implementing an onboard complaint procedure, and the seafarer in understanding their rights and the procedures involved in filing a complaint.

Circular GEN 011: Guidelines for the certification of crew boats, revision 1
Revised guidelines to identify the technical requirements and certification procedure applicable crew boats of less than 500 GT engaged in international service. These guidelines do not apply to yachts.

Circular ISPS 019: Ship Security Reporting System (SSRS)
A recommendation that vessels operating in the Gulf of Aden, the Somali Basin and off the Horn of Africa consider using the Ship Security Reporting System (SSRS). This system enhances the effectiveness of existing Ship Security Alert Systems by providing a link from a ship sending an alert to various maritime security organisations and ultimately the naval forces responsible for maritime security in the Gulf of Aden and off the Somali Coast.

Circular SOL 041: General requirements for lifejackets
A summary of the revised lifejacket requirements in the Life-Saving Appliance (LSA) Code, which entered into force on 01 July 2010. These requirements apply to lifejackets provided to vessels whose keel is laid after 01 July 2010, and new lifejackets provided to existing vessels. This information should be of interest to charter and commercially registered yachts in excess of 500GT of all flags.

Circular SOL 042: Amendments to SOLAS Chapter V, Regulation 19 - Bridge Navigational Watch Alarm Systems (BNWAS)
Information on the phased-in carriage requirements for Bridge Navigational Watch Alarm System (BNWAS), as required by the amendments to SOLAS Chapter V which are expected to enter into force on 01 January 2011. The BNWAS requirements will apply to all charter yachts (new and existing) over 150GT.
