MIN 349 (M): Solid Bulk Cargoes - Adoption of the International Maritime Solid Bulk Cargoes (IMSBC) Code
Information on the new International Maritime Solid Bulk Cargoes (IMSBC) Code, how it supersedes the existing Code of Safe Practice for Solid Bulk Cargoes, 2004, and how it is made mandatory through SOLAS Convention from 01 January 2011.

MIN 350 (M): Research Project 592: Investigation into the Safety of Ro-Ro Passenger Ships fitted with Long Lower Holds - Phase II
On 1 January 2009 new probabilistic damage stability regulations (the SOLAS ’09 amendments) came into force. This research, jointly commissioned by the MCA and the Netherlands Ministry of Transport, assesses the level of survivability of ro-ro passenger ships fitted with long lower holds (LLH) which are minimally compliant with these regulations.

MIN 351 (M+F): Research Project 608 - Customer Population Survey in the Sports and Recreational Sector
Information on the 4 year commission of Arkenford Ltd by the MCA as part of a Consortium of recreational sector stakeholders to conduct surveys to deliver participation rates for 21 leisure activities around the British coastline and in some inland areas.

MARSHALL ISLANDS

MN 2-011-8: National safety requirements for miscellaneous vessels
This notice clarifies the national safety requirements of the Marshall Islands Administration, and standardizes the procedures for the issuance of a “National Cargo Ship Document of Compliance” to certain categories of vessels. This follows some confusion as to what certificates should be carried by those vessels which are not covered by the international conventions.

MN 2-011-32: Magnetic compasses adjustment
This notice establishes the Marshall Islands Administration’s policy for the adjustment and repair of magnetic compasses.

MN 4-033-7: GMDSS Radio Logbooks
This notice establishes the requirement that a record must be kept of all incidents connected with the radio communication service which appear to be of importance to the safety of life at sea.

MG 2-11-8: Availability of electronic database for applying for a Vessel General Permit (VGP) under the EPA’s National Pollution Discharge Elimination System (NPDES)
This Guideline provides notice to Marshall Islands flag vessels that the U.S. Environmental Protection Agency’s (EPAs) online database for the submission of a Notice of Intent (NOI) to apply for a VGP under the NPDES requirements is now available for use.

MG 5-34-3: Asian Gypsy Moth Inspection Program
The United States (US) Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) and US Customs and Border Patrol (CBP) administer a program to prevent the introduction of the Asian Gypsy Moth (AGM) into the US. The purpose of this Guideline is to increase awareness of this program and to outline the steps that can be taken to limit risks and to deal with the AGM should it be found aboard a vessel.

Circular ISPS 013 Rev. 1: Guidance for testing of ship security alert system and actions in case of false alarm
Information based on IMO circular MSC/Circ.1155 advising that companies and ships should ensure that when testing a vessel’s Ship Security Alert System with the Flag State, they notify the Flag State 24 hours in advance prior to the test.

Circular ISPS 014: Revised guidance on the requirements relating to the submission of security-related information prior to entry into port
IMO Circular MSC.1/Circ.1305: Revised guidance to masters, companies and duly authorized officers on the requirements relating to the submission of security-related information prior to the entry of a ship into port.
