MSN 1822(M): Seafarer Medical Examination System and Medical and Eyesight Standards: Application of the Merchant Shipping (Maritime Labour Convention) (Medical Certification) Regulations 2010
This Notice contains the mandatory fitness standards specified by the UK Secretary of State under various Merchant Shipping Regulations, and guidance on the application and provisions of the 2010 Regulations. The requirements do not apply to seafarers on fishing vessels, pleasure vessels and offshore installations.

MIN 368(M): Boatmasters’ Licence Regulations - General Exemption
This Note provides details of the circumstances in which vessels are exempt from the Boatmasters’ Licence Regulations. These regulations only apply to commercially operated on inland waterways and in limited coastal areas.

MIN 369(M+F): Relocation of Orpington Marine Office
This Note contains the new address and contact details of the MCA’s Orpington Marine Office.

MIN 371(M): Sulphur Content of Liquid Fuels Directive, 1999/32/EC, as amended by 2005/33/EC relating to the sulphur content of marine fuels - ships at berth
This Note provides guidance for ships at berth in UK ports from 1 January 2010 when seeking to comply with the requirements under Article 4b of the Sulphur Content of Liquid Fuels Directive, 1999/32/EC, as amended by 2005/33/EC of 6 July 2005 relating to the sulphur content of marine fuels.

MIN 372(M): Ship Security Officer Certification - changes
From 01 Jan 08, the training requirements for Ships’ Security Officers (SSOs) came within the remit of the STCW Code. Following advice from the European Commission, holders of SSO certificates issued by the MCA-approved training providers under the ISPS Code should have replacement certificates issued at the earliest opportunity.

Shipping Guidance Notice 020: Carriage of medical oxygen cylinders
Guidance information on the carriage requirements, storage and maintenance of oxygen cylinders for medical purposes. Only applicable to vessels carrying dangerous goods which must carry a first aid kit complying with Medical First Aid Guide (MFAG).

Shipping Guidance Notice 021: Carriage, inspection and testing of immersion suits onboard Gibraltar registered ships
Gibraltar’s requirements for additional immersion suits to be provided at watch or work stations which are located remotely from the place or places where immersions suits are normally stowed. The requirements of SOLAS Chapter III Regulation 32.3 for one immersion suit per person on vessels over 500GT are also clarified.

Marine Notice 1-005-1: Consolidated list of fees and charges for official documents and services
This Notice updates the regulated publication of fee structure for official documents and services rendered by the Administration.

Marine Notice 2-011-33: Maritime Labour Convention, 2006 - inspection and certification
This Notice establishes the Marshall Islands’ Administrator’s Inspection and Certification Program to implement the Maritime Labour Convention 2006.

Marine Notice 2-013-2: MARPOL recordkeeping and reporting requirements
This Notice emphasizes the importance of protecting the marine environment by the prevention of pollution from ships, and also provides the Administration’s requirements for compliance with the MARPOL Convention, especially with regard with reporting pollution incidents.

Marine Notice 2-014-1: Ballast Water Management Plans
This Notice details the international requirements to help prevent the uncontrolled discharge of ballast water containing unwanted aquatic organisms and pathogens. It specifically requires vessels flagged in the Marshall Islands to establish Ballast Water Management Plans (BWMPs).

Marine Notice 7-038-2: Minimum safe manning requirements for vessels
This Notice contains the safe manning requirements of the Marshall Islands.

Marine Notice 7-042-1: Entering enclosed spaces aboard ships - safety precautions
This Notice establishes the safety requirements which are to be followed by personnel entering enclosed spaces on board ships, and which have resulted from the increasing number of fatalities occurring due to this activity.

Marine Notice 7-044-1: Accommodations, recreational facilities, food, catering and water
This Notice establishes and describes the minimum standards for living conditions and arrangements onboard all vessels flagged in the Marshall Islands.

Marine Notice 7-045-1: Demonstrating Compliance of Seafarer Recruitment and Placement Services
The purpose of this Notice is to implement Regulation 1.4.3 of the Maritime Labour Convention 2006, which ensures seafarer access to efficient and well-regulated recruitment and placement systems in countries and territories that are not a party to the Convention.

Marine Notice 7-047-1: STCW Seafarer Certification and Training
This Notice advises all relevant parties of the requirements concerning the STCW Convention, and of the requirement for seafarers on Marshall Islands flagged vessels to hold STCW certificates.

Marine Notice 7-049-1: Hazardous work and consideration of Health & Safety issues for seafarers under the age of 18
This Notice identifies and establishes restrictions on types of work considered hazardous to seafarers under the age of 18 because they present special risk of accident, may have a detrimental effect on a young seafarer’s health or physical development, or require a special degree of maturity, experience or skill.

Marine Notice 7-051-1: Payment of wages – account
This Notice clarifies the requirement for full and true accounting of wages to officers/seafarers with regards to fixed salary plans and offshore-based electronic accounting systems.

Marine Notice 7-051-2: Minimum hours of rest
This Notice clarifies the requirements with regard to the limits on the minimum hours of rest, and prescribes the standard formats for the table of shipboard working arrangements and record of hours of rest.

Marine Notice 7-052-1: Repatriation
This Notice outlines the circumstances under which seafarers shall be repatriated by shipowners or ship operators and lists the entitlements to which they shall to be accorded.

Marine Notice 7-053-1: On board complaint procedures
This Notice provides the key elements of an onboard complaint procedure, the purpose of which is to provide for the fair, effective and expeditious handling of seafarer complaints.

Marine Guideline 2-011-3: Guidelines on the basic elements of a shipboard Occupational Health and Safety Program
This Guideline provides guidance on the basic elements of a shipboard occupational health and safety program.

Marine Guideline 7-044-1: Food handling, storage and preparation
This Guideline provides general guidance on food handling, storage and preparation to ensure the health of all persons on board a vessel and addresses the Maritime Labour Convention 2006 requirements that foods meet minimum standards for quality and be prepared and served in hygienic conditions.

Marine Guideline 7-047-1: Guidance on medical exams and certificates for seafarers
This Guideline details suggested practices for conducting physical examinations of seafarers prior to beginning work onboard a Marshall Islands ship, and periodically thereafter, to ensure that they are medically fit to perform their duties.

ST. VINCENT AND THE GRENADINES

Circular ISPS 018: Procedure to be followed upon receipt of an SSAS message
St. Vincent & Grenadines Administration has noticed over the years that a lot of SSAS messages were false alerts, so they now requires all vessels to which the ISPS Code applies to follow the procedure documented in this Circular, to improve the efficiency of responding to the messages.
